Bargaining Proposal - Summary of Issues

Explanatory Note:
The items below are proposed changes and additions to the existing
contract. Any gaps indicate places where we are not proposing any
changes. Following the underlined links will take you to the corresponding
section in the existing contract
Roosevelt University (hereinafter referred to as the "University") recognizes Roosevelt
Adjunct Faculty Organization, IEA-NEA (hereinafter referred to as the "Union") as the
sole and exclusive bargaining representative for all per-course part-time faculty who either (a)
are teaching at least one three -credit hour course in the current term and who have taught at
least one three -credit hour course in at least one of the five (5) previous terms, or (b) are not
currently teaching but have taught at least one three -credit hour course in two of the five (5)
previous terms, excluding all full-time faculty members, retired full-time faculty members, faculty
in the Chicago College of Performing Arts, permanent part-time faculty, graduate students, managers,
directors, confidential employees, administrative employees, office clerical employees, guards or
supervisors and any part-time faculty member who occupies a management position with his or her
non-University employer and who provides written documentation, satisfactory to both the University
and the Union, substantiating that being a member of or financially supporting the Union would
seriously jeopardize his or her ability to fulfill the duties of that position.
- Payment for attendance of all meetings
- Appointment if an elected member resigns or leaves the university.
- Provide Union with all adjunct class schedules
- Put RAFO telephone and room number on the Roosevelt Web page
- Increase hours of leave time.
- Three-credit hour assignment by RAFO for business leave are considered as teaching that semester
ARTICLE 4
EMPLOYEE RIGHTS / WORKING CONDITIONS
- Strengthen academic freedom clause to be equal to what tenured faculty receive
- Right to due process in matters of termination decisions for alleged violations of student academic freedom
- Increased right to see student complaints without violation of anonymity.
D. Professional Development and Accountability
- Collaborative RAFO-University mentoring program
- Seniority list for assignment and for class cancellation
- Advance-planning course preference forms
- Notice of course schedules posting and dates
- Bidding for courses and sections
- Course assignments based on seniority list for qualified instructors
- Notification of course assignments posted prominently
- Course cancellations, re-assignments and "bumping" rights and student redirected to classes of senior adjuncts
- Class cancellation fee even if he or she gets a different class
- Late assignments given to senior adjuncts who have first right of refusal
- Late assignments will require a late preparation fee based on a percentage of regular salary
- Late assignments made within three weeks of semester will require an increase in the percentage of late preparation fee
- Final notification of class assignments posted prominently
- In all hiring and assignment and termination decisions support affirmative action and non-discrimination
- Notification of meetings include the meeting’s subject
- Investigation with RAFO student complaints
- Increase remediation process to two-semesters
- Establish a defined protocol for evaluation and measures for assessing improvement
- Class observation dates will be set in cooperation of unit member and RAFO
- Non-assignment can’t be used to fire someone, if so used, calls for automatic remediation

EFFECT OF THE AGREEMENT
- Member shall be compensated at a rate of $35.00 per hour for mandatory in-service
- Percentage increase of usual course compensation of the teacher
- Consider eligible for tuition remission courses offered with other institutions that don’t require out-of-pocket expense
- Percentage increase in fee
- Either set up a program or work in collaboration with other institutions to provide reasonably priced health insurance
